Abstrak : Evacuation Area at Penjaringan, D.K.I Jakarta. with the emphasis on evacuation area and settlements with concern to psychological users, confronted on the shore environment with the utilization of natural conditions as an energy source. As a concern in terms of urban architecture and awareness in the damage in Ciliwung estuaries (pluit reservoir) due to the emergence of illegal settlements that resulted narrow reservoir and periodic flooding conditions at the area.The problem solved by using problem seeking and problem solving method that leads to the collection of information about government programs related to the planning of flats (1000 tower program), evacuation area on building, and analyze relating to the social and the environment, specifically: (1) Functions as an apartment building and evacuation areas. (2) Flats which can adapt the user psychological condition from the horizontal to vertical living. (3) Environmental factors confronted in the case of shore buildings and environmental conditions that exist. (4) Energy efficiency in the utilization of natural conditions as an energy source.The results of the design is : (1) Flood evacuation as a facilities for local society at penjaringan by using flexibility social space. (2) Improving the social intensity in the central building by facilitate the social space needs. Due the Heterogeneous user, face-out Corridor type chosen for splitting between privacy and social to avoid disturbed situation. (3) Energy efficiency in buildings were achieved by: (a) Configuration diagonal space following the sun chart analyzes to eliminate the fin component, (b) Outside corridor in the building to eliminate horizontal shading, (c) Count the needs of window openings and Room Ventilation, (d) selecting bamboo material as a partition to response the ocean climate, (e) Calculate the lighting needs according to ?SNI? requirements. (4) Energy sources that applied in the building were: (a) Solar panels: applied on the roof of building, north-facing, and the tilt angle at 61 ?. (b) Wind turbine: applied between the two buildings, height at 20 m from the ground, and facing towards the east sea. (c) Land and water treatment: as a catchment area at the base of the building, to improve the condition of ground water, and reduce the decline of land due to the excessive use of groundwater.Key words: penjaringan, urban architecture, floods, flats, evacuation areas, social space, the composition of space, energy, solar panels, wind turbine, catchment area.
