Abstrak : Poverty is one of a very fundamental issue addressed. From year to year the number of poor is increasing but has not been detected in both as to what factors influencing this increase. The population who live below the poverty line are very evenly distributat on each island in Indonesia. Object of this study is how the results of estimation and distribution of poverty, in this study also discusses the factors that affect poverty, the human development index, revenue, general allocation fund, and GDP per capita in the 32 provinces in Indonesia in 2009. This study aims to determine the pattern of poverty among provinces in Indonesia and the factors that influence it, the preparation of this paper uses quantitative analysis tools, with an empirical model of multiple linear regression, which was estimated by the method of Ordinary Least Square (OLS). Use of this aims to analyze the human development index penagruh, revenue, general allocation fund, and GDP per capita percentage of poverty in each province both urban and rural areas in 2009. The results of the OLS analysis, the model estimated in this study there was no deviation of classical assumptions. The pattern of poverty in Indonesia tends to be concentrated in the village and evenly on each island, not only focus on one island alone In all the combined regression results, for the percentage of poor urban and rural, and PAD IPM variables have a negative influence and DAU have a positive influence, a third variable is significant percentage of the population of urban and rural poor. For the variable GDP per capita has a positive relationship and not significant. On the percentage of urban poor population, HDI variables, PAD, DAU, and GDP perkpita insignificant percentage of the urban poor, so it does not fit the hypothesis. The percentage of rural population, HDI variables and PAD have a negative and significant relationship to the percentage of rural poor people.
